Jay Sproat McCulloch (March 20, 1875 – April 24, 1935) was a physician in Wellsville, OH. He was president of the Peoples National Bank of Wellsville from 1918-1932 but had no role in its day to day operations. McCulloch was a member of the Ohio State Medical Association, a long time member of the Wellsville board of education and a staff member of the East Liverpool City Hospital. He was also member of the Chamber of Commerce and the Kiwanis.

Biography

Early life and family

McCulloch was born in Guernsey County, Ohio and received his education in Muskingum County, Ohio. He graduated the School of Medicine at Ohio State University in 1904 and lived in Wellsville thereafter.

On June 22, 1909 McCulloch married Ellen Hewitt Andrews, a high school teacher, and they had two children: Sarah C. (born 1914) and David J. (born 1918).[1]

Banking career

McCulloch was president of the Peoples National Bank from 1918 until its closure in 1932 due to embezzlement on the part of the bank's cashier and his assistant. McCulloch was never charged with any wrongdoing or oversight failure related to the closure of the bank. Federal officials found that the Peoples National Bank was a "one man institution" under Cashier Thomas A Scheets' full control.[2]

In 1928, McCulloch did cooperate with a police investigation and testified before a grand jury in case where bootleggers had opened accounts with the bank under fictitious names.[3]

Other career highlights

McCulloch's primary occupation was that of surgeon for the Pennsylvania Railroad, the American Sheet and Tin Plate Company and the McLain Fire Brick Company.[4] He also had a private practice where he administered aid to the injured citizens of Wellsville.

In 1919, McCulloch was listed as a director of the Wellsville liberty loan campaign [5] which had no trouble meeting its quota that year.[6]

In 1925, McCulloch was part of the Hammond Park commission, which sought to raise funds from the public to develop a city park.[7] McCulloch saw to it that the city increased its funding for this park in 1928[8] as well as handled the fundraising for building a swimming pool in hte park in 1929[9]

As a member of the Wellsville Chamber of Commerce highways committee, McCullogh had some oversight into the "Narrows" road that was built to join Jefferson and Columbiana counties. When this highway opened, McCullogh coordinated with H. B. Barth of East Liverpool to coordinate a motor parade along the route.[10]

McCulloch served on the Wellsville board of education from at least 1928[11] until his retirement in 1933.[12] By the time of his retirement, he was president of the school board and on many occasions handed out diplomas to the 8th grade graduating class.

In October 1932, McCulloch was a founding member of the Wellsville GOP Club.[13]

Later life and death

McColloch died suddenly in his home at age 59 on April 24, 1935.[14]
