Peoples National Bank, Delta, PA (Chartered 1899 - Liquidated 1934)

Town History

Delta is a borough in York County, Pennsylvania, and one of the southernmost communities in Pennsylvania. The population was 706 at the 2020 census. In 1890 the population was 565, peaking at 881 in 1910.

Delta is at the heart of the Peach Bottom Slate Region. Slate quarries opened in Delta in the 1840s, as quarrymen arrived from Wales. At the Crystal Palace Exposition of 1850, Peach Bottom slate was judged the finest in the world. Most of Delta's houses still have slate roofs, and remnants of the original blue-black slate sidewalks still exist throughout the borough.

The Peach Bottom Railway entered Delta in 1876, and shipped slate along its line to Red Lion and York, Pennsylvania.  From the south, the Maryland Central Railroad reached Delta in 1883 and began operating trains from Delta to Bel Air, Maryland and Baltimore in 1884.  Both lines were later succeeded by the Maryland and Pennsylvania Railroad, which operated until 1978. The slate quarry was a major freight customer until 1971, when Delta’s Funkhouser Quarry closed.

Delta had four National Banks chartered during the Bank Note Era, and all four of those banks issued National Bank Notes.

Bank History

The Peoples National Bank, Delta's third, was chartered in 1899 with a capital stock of $50,000 and was housed in a building later occupied by a Baptist church. In July 1899, the staff formerly of the Miles National Bank of Delta now with the Peoples National were Robert S. Parke, cashier; Marshall Whiteford, teller; and Hugh J. Evans as general bookkeeper.

On January 9, 1900, the first annual meeting of the Peoples National Bank stockholders was held with Oliver Whisler, chairman, and Robert H. Lloyd, secretary. Reports of the progress of the bank were given by S.J. Whiteford, president. Immediately thereafter the stockholders passed resolutions of thanks and appreciation for the wise and conservative management of the directors, who were unanimously reelected for the ensuing year. The directors were: Humphrey R. Lloyd, Robert S. Parke, E.J. Blain, W.Z. Macomber, H.S. Merryman, Zephemiah Heaps, S.J. Whiteford, John R. Williams, E.M. Kilgore, J.T. Murphy, James W. McNaff, and F.J. Brooks.

On March 25, 1933, John R. Williams was announced as conservator of the Peoples National Bank of Delta.

On June 25, 1934, the Delta National bank with $75,000 capital opened under authority granted by the comptroller of the currency. The new bank was permitted to pay upon demand up to 50% of the accounts of Peoples National Bank of Delta and the First National Bank of Delta, both of which had been closed since the bank holiday of March 4, 1933. The $75,000 capital of the new bank was composed of $25,000 in common stock, $25,000 preferred stock subscribed by the Reconstruction Finance corporation, and $25,000 paid in surplus. The new bank, a member of the Federal Reserve system, had taken over the acceptable assets of the Peoples National Bank and liquidating account of the First National. The deposits of these two banks were immediately made available to the extent of 50 percent.

Paul Wilhelm, Warren C. Bulette, and H.C. Whiteford, trustees of the unacceptable assets of the old banks, were tasked with liquidating them over a period of two years. The officers of the new bank were: president, Dr. W.E. Arthur of Cardiff; vice president, Wilson A. Heaps, Pyleville; secretary, Guy N. Westerman of Slate Hill, Peach Bottom Township; cashier, William A. Hoke formerly of the York Trust Co. of York; teller, J. Curtis Johnson, and bookkeeper, Robert W. Jones, both of whom were formerly employed in the Peoples National Bank. The attorney was former Judge McClean Stock of York. The directors were: W.E. Arthur, Wilson A. Heaps, Harvey Stewart, Samuel B. Foard, Charles H. Schuster, Guy N. Westerman, William J. Fisher, and Guy W. Scarborough.

The affairs of the Peoples National were administered after its closing first by John R. Williams of Delta, as conservator, and then by John E. Boisseau of Baltimore as receiver. Upon the death of Mr. Boisseau, Robert E. Glenn of Red Lion was appointed receiver.
