Peoples National Bank, Clintonville, PA (Chartered 1908 - Open past 1935)

Town History

Clintonville is a borough in Venango County, Pennsylvania. It is located just north of I-80 on PA Route 308 about 10 miles west of Emlenton and 64 miles north of Pittsburgh. The population was 437 at the 2020 census. In 1910 the population was 335, growing to 354 by 1930.

Clintonville had two National Banks chartered during the Bank Note Era, and both of those banks issued National Bank Notes.

On June 1, 1908, the certificate was issued authorizing Clintonville's new bank, The Peoples National Bank, to commence business with capital of $25,000. The organizers were connected with the First National Bank of Emlenton and planned to open for business by July 1st.

On Saturday, October 8, 1927, George A. Rumsey, a prominent oil producer and president of the Peoples National Bank died. He came to Clintonville in 1876 about the time of the Bullion oil excitement and resided there ever since. He was the executive head of the Peoples National since its organization in 1908.

On Wednesday, January 22, 1936, the stockholders elected directors as follows: H.B. Mitchell, Harry Heasley, H.R. Gilmore, E.L. Martin, and C.C. Hoffman. The board organized and elected the following officers: H.B. Mitchell, president; C.C. Hoffman, vice president and cashier; and E.L. Martin assistant cashier.

James A. Forbes was born in Lisbon, Ohio on June 12, 1873. Mr. Forbes attended Ohio State university in Columbus. From 1916-1930 he served as cashier and vice president of the Peoples National Bank of Clintonville. From 1930-1936 he became institutional manager at Polk State School and served as a trust officer and vice president of the First National Bank of Grove City. He passed away in Akron, Ohio, on July 15, 1943.

On Monday, October 15, 1956, The Peoples National Bank of Clintonville and Oil City National Bank, Oil City merged. The members of the Clintonville Board of Directors became the advisory board for the Clintonville Office. The advisory board members were G.A. Breene, C.C. Hoffman, E.L. Martin, Merle P. Phipps, and H. Carl Wasson. The officers and employees were E.L. Martin, vice president and manager; C.C. Hoffman and Clair E. Gladd, assistant managers; Miss Edith E. Donaldson, teller, and Mrs. Gloria W. Burk and Miss Dorothy A. Custer. The Oil City National Bank had in addition to its main office the Knox Office in Knox, South Side Office in Oil City, and the Clintonville Office.
