Paul Maclin Davis was born June 3, 1882, in Tullahoma, Tennessee. His father, Maclin H. Davis, was owner and master distiller at Cascade Hollow distillery, near Tullahoma. A Nashville businessman by the name of George Dickel sold whisky under his name, and had a contract with the elder Davis to exclusively sell his whisky under the brand "Cascade". Paul went to prep school in Bell Buckle, Tennessee, and then to high school in Spring Hill, Tennessee. He also attended Stanford University in Palo Alto, California.

Paul began his banking career in 1901 with the Trust Company of Cuba, in Havana. His older brother was that bank's president. In 1904 he moved to Nashville and joined the real estate department of the Nashville Trust Company. In 1905, he became manager of both the Murphy Land Company and the Belmont Land Company. On December 16, 1909, Paul married Augusta Dickel Shwab, daughter of Victor Emmanuel Shwab, who was a partner in George Dickel's whisky company. In late 1918, he and P. D. Houston took control of the American National Bank of Nashville, charter 3032, by buying a controlling share of the capital stock. On October 4, 1918, P. D. Paul had two significant brothers. Ewin L. Davis was a congressman for Tennessee's 5th district, from 1919 to 1933, and brother Norman Davis was Chairman of the American Red Cross in 1943, and was Under Secretary of State for Woodrow Wilson.
