Frank Simpson Dibrell was born August 6, 1858 in Sparta, Tennessee. Dibrell was the son of Confederate General George Gibbs Dibrell, and the grandson of Anthony Dibrell. Anthony (1788-1885) was Secretary of State for Tennessee from 1847-1855. Father George was a court clerk and anti-secessionist. He raised the 25th Tennessee Regiment and became a Confederate Brigadier General before the end of the war. After the war, he was elected 5 times to the U.S. House of Representatives.

Frank was educated in the public schools of White county, then at Emory and Henry College in Virginia, and then Vanderbilt University. He married Mary Louise Rhea March 25, 1879. He was appointed Clerk and Master of Chancery Court for White County October 10, 1894, and served until March 20, 1904. He then was appointed Comptroller of the Treasury by James B Frazier, Governor of Tennessee, to fill out the unexpired term of Theodore F. King.

Frank Dibrell helped organize and was elected president of The Hermitage National Bank, charter 9532, before it's opening on September 8, 1909. He was also the Comptroller of the Treasury for the state of Tennessee at this time. Frank resigned as president of Hermitage National on December 9, 1910. He was facing a difficult re-election campaign for state Comptroller, and wanted to devote more time to this campaign. He was successful in this campaign, retiring later in 1913, but a year later, on February 1, 1914, Frank succumbed to a cardiomyopathy and gall bladder disease at his home in Nashville. He was buried in Highland Cemetery, in Sparta, Tennessee.
