The Second National Bank of Towson was absorbing the First National Bank in Parkton and the White Hall Bank. Upon completion of the merger, the Towson bank which had its headquarters in the county seat, would maintain Branches in Parkton and in White Hall with all employees in the latter two banks retained. The merger would give the Second National total resources exceeding $17 million and deposits of almost $16 million according to President H. Courtenay Jenifer. The Towson bank had assets of $14,800,000 and deposits of $13,300,000; the Parkton bank had assets of $1,737,000 and deposits amounting to $1,517,000; the White Hall institution had resources of $1,092,000, and deposits of $954,000. The Second National Bank of Towson was the oldest bank in Baltimore County operating under its original charter. Mr. Jenifer had been president since 1950. Herbert W. Rutherford was vice president; Willard J. Burns was assistant vice president; Stewart M. Harward was cashier; and James F. Burns was assistant cashier. The bank was founded in 1906 by Thomas W. Offutt, Elmer J. Cook, and Harrison Rider. Mr. Offutt was its first president. The Parkton bank was founded June 9, 1909, with John Mays Little as president. Mr. Little remained president until 1950, and was succeeded by Harvey M. Hale, who had joined the bank in 1909, and became cashier in 1936 upon the death of H.E. Krout. The bank was first known as The First National Bank of Parkton and after reorganization in 1933 became The First National Bank in Parkton. R. Parke Plowman was cashier and would remain as manager after the merger. The White Hall institution also was started in 1909 as a State chartered bank, the founders being Samuel D. Black, William P. Bosley, W. Evans Anderson, and Richard H. Wiley. Mr. Black was the first president. During the 1920s, the bank became a part of the Bank of Baltimore County with headquarters in Towson. After the 1933 banking troubles, the White Hall bank was reorganized as a separate institution, resuming the name first used under a State charter. The Bank of Baltimore County eventually became a branch of the Fidelity-Baltimore National Bank. W. Arthur Jackson was president of the White Hall Bank and W. Dale Wright was cashier.
