Harlan is located in Shelby County in west central Iowa.

Harlan was platted in 1858. It was named for one of Iowa's early U.S. Senators, James Harlan. Harlan was designated county seat in 1859. The town was incorporated on May 2, 1879.

During the National Bank Note Era, the population of Harlan was 2,422 in 1900, rising slightly 3,145 in 1930. It's highest population was 5,357 in 1980, and the current population is estimated at 4,827 (2018).
