Two Harbors is the county seat of Lake County in north eastern Minnesota, along the north shore of Lake Superior. The village of Two Harbors was platted in 1885 and incorporated in 1888. It was named for its two natural harbors on Lake Superior, Burlington Bay and Agate Bay. The three big industries during Two Harbor's history have been iron ore mining (and the Duluth and Iron Range Railroad), timber, and commercial fishing.

During the National Bank Note Era (1863-1935), the population of Two Harbors was 3,278 in 1900, growing rapidly to its highest population of 4,990 in 1910, dropping to 4,425 in 1930. It's current population is estimated at 3,592 (2019).

Two Harbors had two National Banks chartered during the Bank Note Era, and both of those banks issued National Bank Notes. No notes are currently known to have survived from the earlier First National Bank of Two Harbors (Charter 6304), that was in business from 1902 to 1905.
