Ottumwa is located in Wapello County in southeast Iowa.

By 1844, Ottumwa was declared the county seat of Wapello County and began to develop as a city.

During the National Bank Note Era, the population of Ottumwa was 1,632 in 1860, expanding to 18,197 in 1900, and growing to 28,075 in 1930. It's highest population was 33,871 in 1960, and the current population is estimated at 24,550 (2018).
