Manchester is located in Delaware County in northeast Iowa. Manchester was founded in the 1850s. It was originally called Burrington after its founder, Levings Burrington, who settled there in 1852. The name was subsequently changed to Manchester.

During the National Bank Note Era, the population of Manchester was 2,344 in 1890, staying fairly constant with 2,758 in 1910, and rising to 3,413 in 1930. It's highest population was 5,257 in 2000, and the current population is estimated at 4,982 (2018).
